Replacement License Plate in New York

What is a License Plate Replacement in New York?

The replacement involves reissuing one or both registration plates outside the regular renewal cycle. The New York State Department of Motor Vehicles Department of Motor Vehicles processes replacements caused by loss, theft, physical damage, peeling, fading, illegibility, or moving from another state.

  • New York is a two-plate state. Passenger vehicles have plates on the front and rear as per VTL §402. You can replace one plate or both; the fee varies.
  • The DMV by default assigns a new number with each replacement. Retaining your existing number costs an additional $20, and only certain registration classes are eligible for this option.
  • The replacement fee is separate from the renewal fee. A standard set of two plates costs $25, plus $3.75 for the registration transaction, regardless of where the vehicle is in its renewal cycle.
  • Stolen plates are replaced free of charge if you provide a police report or MV-78B confirming the theft.

When Do You Need to Replace Your New York License Plate?

Several conditions compel or allow for replacement. The DMV draws a clear line between plate peeling and all other types of damage.

  • When both plates are lost, stolen, or destroyed (or one plate on a motorcycle or trailer), you must report to the police and obtain a Report of Lost, Stolen, or Confiscated Motor Vehicle Items (MV-78B). A police report is mandatory before the DMV processes the replacement.
  • One missing plate and one remaining in hand do not require a police report. Bring the retained plate to a DMV office.
  • Plates with peeling (delamination) are subject to free replacement with a new number through the DMV’s email process. Plates showing aging, fading, cracking, or physical damage are not eligible for free exchange and incur the standard $25 fee.
  • A peace officer may issue a fine for illegible or obscured plates under VTL §402; fines range from $25 to $200.
  • New residents have 30 days from establishing residency to register and plate their vehicle in New York (VTL §250).

How to Get a Replacement License Plate in New York

Gather your current registration, proof of identity (ID-82 contains acceptable documents), proof of insurance, and any retained plates. The channel depends on why you need a replacement.

  • In-person: bring a completed Vehicle Registration/Title Application (MV-82), your ID, insurance, and police report or MV-78B if both plates are missing. Visit any DMV office. The DMV issues new registration and Excelsior plates on-site. Reservations are strongly recommended.
  • By mail (peeling plates, retain the same number): complete the Application to Replace Plates, Retain the Same Number (PP-7), include photos of the peeling plates, and send with a $20 check payable to “Commissioner of Motor Vehicles” to NYS DMV, 6 Empire State Plaza, Room 414A, Albany, NY 12228. Expect 8-10 weeks.
  • By email (peeling plates, new number, free): send your plate number, name, address, phone, and photos of the peeling plates to plates@dmv.ny.gov. No fee. The DMV sends new Excelsior plates and registration separately.
  • The online channel covers old or damaged plates that are not peeling. The fee section below details the price breakdown between online and in-person pathways.

Can You Replace New York License Plate Online?

Yes, for damaged or old plates (not lost or stolen). The Order Excelsior Plates portal on transact3.dmv.ny.gov accepts replacement orders when existing plates show wear, cracks, or fading. You enter your plate number, registration type code, name, and zip code. The DMV sends new Excelsior plates separately from the updated registration; expect six weeks for plate arrival.

Lost, stolen, or destroyed plates cannot be replaced online. These cases require an in-person visit to a DMV office with MV-78B or a police report, according to the rules mentioned above.

Peeling plates follow their path: email plates@dmv.ny.gov for a free replacement with a new number, or mail form PP-7 with $20 to retain the same number.

Use the online portal when your plates are worn but not missing. Go in person for lost or stolen plates.

How Much is License Plate Replacement in New York?

The base plate fee is $25, but the total varies depending on what prompted the replacement and whether you want to retain your number.

  • Standard set of two plates: $25 for Excelsior plates, plus $3.75 for the plate exchange transaction when the replacement is not part of a renewal. Vehicles with one plate (motorcycles, trailers) pay $12.50 plus the same $3.75 fee.
  • Retaining the same number adds $20 to the plate fee, totaling $48.75 on a two-plate vehicle.
  • Stolen plates are replaced free of charge. You must provide a police report or MV-78B confirming the plates were stolen or destroyed due to a crime. No plate fee, no transaction fee.
  • Peeling plates with delamination are replaced free of charge when you accept a new number. The $20 fee for the same number still applies if you want to retain your existing number on a peeling replacement.
  • New York does not impose a statewide tax on plate replacement. County use taxes apply to registration transactions, not plate exchanges, although the $3.75 fee accompanies each plate exchange that is not a renewal.
