Obtain a License Plate in New York

Eligibility for New York License Plates

Every vehicle driving on New York roads must have valid registration issued by the Department of Motor Vehicles. VTL §250 gives new residents 30 days from establishing residency to register.

  • Residency: New residents must register within 30 days of moving to New York. Non-residents driving on valid out-of-state plates are not required to register here, according to the NY DMV out-of-state vehicle registration guide.
  • Vehicle: Passenger cars, trucks, SUVs, motorcycles, trailers, and boats are subject to registration. The owner listed on the title certificate (or by arrangement with the lienholder) must be listed on the application. Vehicles with a rebuilt title require inspection post-rebuild before DMV issues plates and a new title.
  • Applicant: Proof of identity, date of birth, and New York auto liability insurance are required at the counter. A completed Vehicle Registration/Title Application (Form MV-82) must accompany each initial submission.
  • Plate Categories: Standard, personalized, and dozens of special picture plates are available to any applicant. Veteran plates require a DD-214 or Certificate of Military Service. Military-disabled plates require VA disability documentation. Gold Star Family, Purple Heart, and POW plates have separate eligibility requirements through the DMV Special Plates Unit.

How to Get a License Plate in New York?

Initial registration and titling occur at a DMV office. Dealers may handle registration for new vehicle purchases, but private sale buyers must visit in person.

  • Bring the original title (signed by the seller) or Manufacturer’s Certificate of Origin for new vehicles. Proof of New York insurance, proof of identity, and Form MV-82 complete the package.
  • Pay the registration fee, $25 plate fee, $50 title fee, applicable county use tax, and sales tax at the office. DMV accepts cash, credit cards, and checks made payable to “Commissioner of Motor Vehicles.”
  • You receive one or two plates (two for passenger vehicles per VTL §402), a registration window sticker, a registration document, and a 10-day inspection extension sticker.
  • Within those 10 days, you must have the vehicle inspected at a licensed inspection station. New York requires annual safety and emissions inspections per VTL §301. Registration cannot be renewed without a successful inspection on file.

Registrations are valid on a two-year cycle. DMV sends renewal notices before expiration, and most renewals can be completed online, by mail, or in person.

How Much Does a License Plate Cost in New York?

Registration fees depend on weight and are billed for two years. The base fee is a predictable part; county use tax and the MCTD supplemental fee are where the total varies sharply based on address.

  • Passenger vehicles range from about $26 for the lightest class to $140 and up for vehicles over 6,000 pounds, per the NY DMV fee schedule. A mid-weight sedan in the 3,451 to 3,550-pound range pays $56.50 annually.
  • County use taxes add $10 to $60 per two-year cycle depending on county and weight. Most upstate counties charge $10 (vehicles up to 3,500 pounds) or $20 (over 3,500 pounds). New York City counties charge $30. Nassau, Suffolk, and Westchester charge $30 to $60.
  • The 12 MCTD counties (five NYC boroughs plus Dutchess, Nassau, Orange, Putnam, Rockland, Suffolk, and Westchester) add a $50 supplemental fee for a two-year registration.
  • Personalized plates cost $60 initially plus $31.25 annually. Veteran plates (DMV-assigned number) cost $38.75 with no annual plate renewal fee.
  • Title certificate fee: $50. Standard plate fee: $25 (one-time). Registration transfer fee: $10, plus $18 for new plates if not transferring existing ones.

Can I Get a License Plate Online in New York?

First-time online registration is available for residents of select counties, including New York, Nassau, Suffolk, Westchester, Rockland, Albany, and Onondaga. All other counties require an office visit for initial plates.

  • Registration renewals are done through the NY DMV online renewal portal. The portal accepts credit cards and PIN-less debit cards. Temporary registration prints immediately; permanent documents arrive by mail.
  • Personalized and special picture plates can be ordered online through the DMV special plates portal. Delivery takes six to eight weeks.
  • Mail renewals are sent to the New York State Department of Motor Vehicles, Utica Processing Center, 207 Genesee Street, Utica, NY 13501. Include the renewal notice (MV-3) and a check made payable to “Commissioner of Motor Vehicles.”

If the DMV online portal covers your county and transaction type, use it; office visits are for titles and first plates outside eligible counties.
